Cannot confirm about this particular building but soldiers were staying in other barracks that had no AC in 90 degree plus weather. It was more comfortable outside in tents at the training area. At least there was a breeze when sleeping. Additionally there were reports of lack of toilets because many of them were out of service. Poor barracks conditions doesn’t make a better soldier.
